भद्रपुर २२, साउन / चिया मजदुरहरुले विभिन्न माग राख्दै झापा जिल्लाका चार वटा चिया बगान बन्द गराएका छन् । श्रम ऐनले व्यवस्था गरेअनुसार मजदुरको माग पूरा नभएको भन्दै उनीहरुले आन्दोलन गरेका हुन् ।
श्रमिकले भद्रपुरको गौरीशंकर, रिद्धिगणेश, सूर्य र मेचीनगरको नाज टी इस्टेटमा हड्ताल गरेका छन् । गौरीशंकर, रिद्धिगणेश र सूर्य टी इस्टेटमा साउन १८ देखि नै र नाज टी इस्टेटमा मंगलबारबाट मजदुरहरूले काम बन्द गरेका नेपाल चिया कफी श्रमिक युनियनका केन्द्रीय अध्यक्ष सन्तकुमार राईले बताउनुभयो । यो हडताल प्रक्रिया जिल्लाका अन्य बगानहरुमा पनि क्रमशः बढ्दै जाने उहाँको भनाइ र श्रम ऐन २०७४ को दफा ११६ ले सामुहिक मागदाबी राख्ने अधिकार श्रमिकलाई दिएको छ । सोही अनुसार वैशाख अन्तिममा विभिन्न विषय समेट्दै श्रमिकले बगान सञ्चालकसमक्ष माग राखेका थिए ।
‘श्रमिकले मागदाबी राखेको २१ दिनभित्रमा सम्बन्धित प्रतिष्ठानले वार्ता बोलाएर विषय टुंग्याउनुपर्छ । यदि माग सुनुवाइ नभए मागदाबी राख्ने पक्ष श्रम कार्यालय जाने अधिकार छ,’ राईले भन्नुभयो । ‘श्रम कार्यालयमा उजुरी परेको ३० दिनभित्र दुवै पक्ष राखेर कार्यालयले उक्त विषय टुंग्याउनुपर्छ । तर, त्यो पनि भएन ।’
उहाँका अनुसार, श्रम ऐन २०७४ ले मजदुरको स्थायी सम्बन्धि विषय समेटेको छैन । ‘श्रम ऐन २०४८ को दफा ४ मा २ सय ४० दिन पुगेपछि श्रमिकलाई स्थायी गर्नुपर्ने व्यवस्था थियो । अहिलेको ऐनमा त्यो व्यवस्था छैन । अहिले एक जना मजदुरले एक दिन मात्रै काम गर्यो भने उसले सेवा सुविधा पाउनुपर्छ भनेको छ,’ उहाँले भन्नुभयो, ‘स्थायी सम्बन्धी व्यवस्था हरायो ।’
