गत वर्षमा भ्रमण वर्ष–२०२० का अवसरमा सरकारले १०० पर्यटकीय क्षेत्र छान्यो । नयाँ पर्यटकीय क्षेत्र भन्दै सरकारले पर्यटकीय क्षेत्र छनोट गरे पनि कोरोनाले भ्रमण वर्ष त्यति फलदायी हुन सकेनन् । छनोटमा परेका पर्यटकीय क्षेत्रको प्रवद्र्धनको पाटो राम्ररी नै सप्रियो ।
अहिले पनि धेरै पर्यटक यो क्षेत्रमा पुग्छन् । गत वर्ष जिल्लाको एकमात्र पर्यटकीय क्षेत्र छनोटमा परेको थियो । सन्दकपुरस्थित माईपोखरी ताल छनोटमा परेकाले अहिले पनि यस क्षेत्रमा पर्यटकको बाक्लो उपस्थिति हुने गर्छ । बाह्य मात्र नभई आन्तरिक पर्यटकको धेरै चाप अहिले परिरहेको छ । हुन त माईपोखरी रामसार क्षेत्रमा सूचीकृत पर्यटकीय एवं जैविक महत्व बोकको क्षेत्र हो ।
धार्मिक महत्वसमेत झल्कने भएकाले यहाँ धेरै पर्यटक पुग्न थालेका छन् । पछिल्लो समयसमेत सरकारले छनोटमा राखेपछि माईपोखरीको प्रवद्र्धन अझै बढ्ने पर्यटन व्यवसायीको बुझाइ छ । सरकारले केही दिनअघि मात्रै देशभरका २०० पर्यटकीय क्षेत्र छनोट गरिएको छ । यसमा समेत माईपोखरी परेपछि पर्यटकीय प्रवद्र्धनमा अझै राहत मिलेको पर्यटन व्यवसायीको भनाइ छ । माईपोखरी र जोरपोखरीको विकासका लागि सरकारले रकम नै विनियोजन गरेको छ । भौतिक विकास हुन नसकेको माईपोखरीमा अबका दिनमा विकास गर्न सकिने पर्यटन व्यवसायीको देवी पौड्यालको भनाइ छ ।
माइपोखरी÷जोरपोखरी एकीकृत पर्यटकीय पार्क निर्माण सञ्चालन तथा व्यवस्थापनको योजनामा रु एक करोड ५० लाखको लागत साझेदारीमा मन्त्रालयको रु तीन करोड ५० लाख गरी रु पाँच करोडको योजना संस्कृति, पर्यटन तथा नागरिक उड्डययन मन्त्रालयले सार्वजनिक गरेको छ ।
मन्त्रालयले पर्यटन पूर्वाधार तथा पर्यटनउपजको विकास तथा प्रर्वद्धन गर्ने उद्देश्यले पर्यटन पूर्वाधार निर्माण तथा पर्यटन उपज विकास साझेदारी निर्देशिका २०७७ अनुसार लागत साझेदारीमा यी योजना सार्वजनिक गरिएको जनाएको छ । यस्तै सरकारले जिल्लाको अर्को नयाँ पर्यटकीय गन्तव्य देउमाइ नगरपालिकास्थित पानीटार पर्यटन विकास तथा सिद्धिथुम्का टावर पार्क निर्माणमा पनि रकम विनियोजन गरेको छ । पानीटार चियाबारी र वनभोजका लागि प्रख्यात छ ।
पछिल्लो समय चलचित्र र म्युजिक भिडियो सुटिङ हुने भएकाले आन्तरिक पर्यटकको आगमन बढेको छ । यस्तै यसै क्षेत्रमा पर्ने सिद्धिथुम्का टाकुरा सूर्योदय हेर्नका प्रख्यात मानिन्छ । सरकारले यी दुईवटै पर्यटकीय क्षेत्र जोडेर एकीकृत विकास गर्न लागेको छ । यसका लागि रु ५० लाख लागत साझेदारी र मन्त्रालयको रु ९४ लाख लागत गरी रु एक करोड ४४ लाख विनियोजन गरिएको छ ।
सरकारले जिल्लाबाट उपेक्षा गरेका पर्यटकीय क्षेत्र पनि यसपटक सरकारको चासोमा परेका छन् । जिल्लाका दक्षिणी भेग माई नगरपालिकाको माई पर्या–पर्यटन सिटी विकास परियोजनाका लागि रु दुई करोड ४५ लाखको लागत साझेदारीमा मन्त्रालयको रु चार करोड ५५ लाखको लागत गरी रु सात करोडको योजना सार्वजनिक गरिएको छ ।
चुलाचुली गाउँपालिकास्थित शिवओरक मिलन पोखरी पर्यटन क्षेत्र निर्माणका लागि रु एक करोड ५० लाख लागत साझेदारीमा मन्त्रालयको रु तीन करोड ५० लाख गरी पाँच करोडको योजना अनुमान गरिएको छ ।
यस्तै झापाका सीमावर्ती क्षेत्र माई नगरपालिका र चुलाचुली गाउँपालिका भएकाले जिल्लाका पर्यटन व्यावसायीको चासोमा यी पर्यटकीय गन्तव्य पर्दैनथ्यो । स्थानीय तहमा जनप्रतिनिधि आएपश्चात् पर्यटकीय गन्तब्य पहिचान भएका यी क्षेत्रमा केन्द्रीय सरकारको ठूलो हिस्सा रकम विनियोजन हुँदा उल्लेखनीय उपलब्धि हासिल हुने अनुमान छ ।
समन्वय बिना पर्यटकीय क्षेत्र छनोट हुँदा गुनासो
केन्द्रीय सरकारले छनौट गरेका पर्यटकीयस्थल समन्वय विना चयन गरेको भन्दै पर्यटनकर्मीले गुनासो गरेका छन् । कोही व्यक्तिको सिफारिसकै आधारमा पर्यटकीय क्षेत्र छनोट गरिएकाले आम पर्यटनकर्मी बेखबर रहेको बताएका छन् ।
जिल्लामा छलफल नै नगराइ पर्यटकीय क्षेत्र छनोट भएकाले महत्वपूर्ण क्षेत्र छनौटमै नपरेको पर्यटनकर्मी विजय राई बताउनुहुन्छ । जिल्लाका विभिन्न स्थलमध्ये प्रभावकारिता र पर्यटक आवागमनका आधारमा पर्यटकीय क्षेत्र छनोट गर्नुपर्ने राईको भनाइ छ । अबको समयमा एकीकृत पर्यटकीय विकासमा लाग्नुपर्ने समयमा धेरै नयाँ पर्यटकीय क्षेत्र छनोट गर्नै नहुने राईको सुझाव छ ।
‘कनिका छराइ’ तरिकाले बजेट छर्र्नुुभन्दा कुनै एक महत्वपूर्ण पर्यटकीय क्षेत्र प्रवद्र्धनमा लाग्दा पर्यटकको आकर्षण बढ्ने उहाँको अनुमान छ । यता इलाम पर्यटन प्रवद्र्धन सरोकार समितिका महासचिव देवी पौड्यालले समेत पर्यटकीय क्षेत्र छनोटमा असन्तुष्टि जनाउनुभयो ।
पछिल्लो समय स्थानीय तहको गठनपछि वडा वडाले पर्यटन प्रवद्र्धनका नाममा सामान्य पर्यटकीयस्थल छनोट गर्दा समस्या आएको पौड्याल बताउनुहुन्छ । अबको समयमा एक स्थानीय तहले अर्को स्थानीय तहसँग समन्वयपश्चात काम गरेर एकीकृत पर्यटकीय क्षेत्र निर्माणमा लाग्नु पर्ने उहाँको सुझाब छ । नयाँ पर्यटकीय क्षेत्र छनोटपछि पनि पूर्वाधार मात्र नभई पर्यटकको रोजाइ र रुचाइका बारेमा जानकार हुनुपर्ने पौड्याल बताउनुहुन्छ ।
‘प्याकेज’ नबन्दा समस्या
हरेक वर्ष पर्यटन प्रवद्र्धनका नाममा जिल्लामा विविध कार्यक्रम हुन्छन् । लाखौँ खर्च गरेर धुमधाम कार्यक्रम गरिन्छ । अहिलेसम्म पर्यटकीय क्षेत्रको एकीकृत विकास (प्याकेज) नबन्दा समस्या देखिएको छ ।
जिल्ला भित्रिने पर्यटकका लागि पनि कति ठाउँमा कसरी घुम्ने भन्ने बारेमा जानकारी छैन । सीमित तोकिएको ठाउँ बाहेक अन्य ठाउँमा पुग्न सक्दैनन् । यस बारे न सरकारी क्षेत्रका व्यक्तिको चासो छ न निजी क्षेत्रका । केही वर्षअघि नै पर्यटकीय क्षेत्रको प्याकेजका बारेमा काम भइसक्नु पर्ने पर्यटनकर्मी पौड्यालको भनाइ छ ।
पौड्यालले प्याकेज मात्र होइन, जिल्लाकै पर्यटकीय विकासका लागि गुरु योजना निर्माण गर्ने बताउनुहुन्छ । यता, पर्यटनकर्मी प्रशान्त गिरी समेत प्याकेजका कार्यक्रम ल्याउँदा मात्र पर्यटकको चासो बढ्ने बताउनुहुन्छ । “पर्यटकको चाहना अनुसारको प्याकेजको कार्यक्रम ल्याउनुपर्छ,” गिरी भन्नुहुन्छ, “कस्ता पर्यटकलाई लक्षित गरेर प्याकेज बनाउनुपर्ने हो यसबारे छलफल हुनुपर्छ ।”
जिल्लामा विकसित पर्यटकीय क्षेत्र समेत छन् । श्रीअन्तु, सन्दकपुर, कन्याम र सन्दकपुर जस्ता पर्यटक छन् । प्याकेजका कार्यक्रम नहुँदा धेरै पर्यटक एक ठाउँका पर्यटकीय क्षेत्र मात्र भ्रमण गरेर फर्किन्छन् ।
