तीन वर्षअघि धरान उपमहानगरपालिकाका तत्कालीन प्रमुख तारा सुब्बाले तत्कालीन एमालेका नेताका श्रीमतीलाई धरान खानेपानी आयोजना (धरान खानेपानी व्यवस्थापन बोर्ड) मा बिना प्रतिस्पर्धा जागिरमा नियुक्ति गरेपछि व्यापक विरोध भयो । त्यसरी विरोध गर्नेमध्ये एक थिए, नेपाली काङ्ग्रेस धरानका सभापति तिलक राई ।
उनले त्यसबेला मिडियामा ‘खुला प्रतिस्पर्धाबिना नेताका श्रीमतीलाई जागिर दिँदा गलत सन्देश गएकाले उक्त निर्णय तत्काल खारेज गर्नुपर्छ’ भनेर बोलेका थिए । उनै राई अहिले धरानका नगर प्रमुख छन् । त्यसबेला आफूले जे विषयमा विरोध जनाएका थिए, अहिले उनले पनि त्यही गल्ती गरेका छन् । उनले पनि बिना प्रतिस्पर्धा १६ जनालाई धरान खानेपानी व्यवस्थापन बोर्डमा जागिर दिएका छन् । त्यसरी जागिर पाउनेहरूमा नेपाली काङ्ग्रेसका नेताहरूका आफन्त र आयोजनाको ठेकेदारका मान्छे छन् । धरान खानेपानी व्यवस्थापन बोर्डका अध्यक्षसमेत रहेका प्रमुख राईको तोक आदेशमा बोर्डका कार्यकारी निर्देशक राजु पोख्रेलले उनीहरूलाई नियुक्ति दिएका हुन् ।
बिना प्रतिस्पर्धा गुपचुपमा नियुक्ति पाउनेमा जुनियर इञ्जिनियर पदमा सुसन थापा, कम्प्युटर अप्रेटरमा अङ्गीता राई र मुना विश्वकर्मा, इलेक्ट्रिसियनमा चूडामणि गुरागाईं, सुपरभाइजरमा तेजराज राई, सिनियर प्लम्बरमा ईश्वरीप्रसाद पोख्रेल, स्टोर किपरमा परविन तामाङ, पम्प अपरेटरमा आकाश राई, अमर सुवेदी र लोकमणि श्रेष्ठ, मिटर रिडरमा कृष्ण राई, सफल भट्टराई, राजीव श्रेष्ठ र ईश्वरी विक, चौकीदारमा अनिस कटुवाल र सुवास तामाङ तथा कार्यालय सहयोगीमा चम्पा लिम्बू राई रहेका छन् ।
खानेपानी व्यवस्थापन बोर्ड ऐन–२०६३ को व्यवस्था अनुरूप गठन भएको धरान खानेपानी व्यवस्थापन बोर्डको कर्मचारी प्रशासन नियमावली बनेर लोकसेवा आयोगबाट समेत स्वीकृत भइसकेको छ । सो नियमावलीअनुसार खानेपानी संस्थानबाट समायोजन भई आउने कर्मचारीहरूको व्यवस्थापनपछि अपुग कर्मचारी खुला प्रतिस्पर्धाबाट नियुक्त गर्नुपर्छ । तर, हाल बोर्ड र संस्थानको समायोजन नै नभई बोर्ड अध्यक्षको तोक आदेशमा गुपचुपमा कर्मचारी नियुक्त गरिएको हो । कर्मचारी नियुक्ति गर्नुअघि बोर्डमा छलफलसमेत नगरी अध्यक्षको ठाडो आदेशमा नियुक्ति गरिएको बोर्डका एक सदस्यले बताए । उनले भने, ‘सुरुमा मिलेमतोमा नियुक्ति गरियो । १५–२० दिनसम्म हाजिरी नगराई काम लगाइयो । बोर्डमा अनुमोदनका लागि पछि मात्र ल्याइयो ।’
गत मङ्ससिरदेखि नियुक्ति दिइएका १६ कर्मचारीलाई आगामी असार मसान्तसम्मका लागि करारमा नियुक्ति गरिएको छ । दक्षताका आधारमा नभई चिनजान र सोर्सफोर्सको आधारमा आएका नयाँ कर्मचारीहरूले काम नजान्दा समस्या भएको स्रोतले जनाएको छ । बोर्डकै एक कर्मचारी भन्छन्, ‘उनीहरूमध्ये केही चाहिँ एक त काम गर्न जान्दैनन्, अर्को धेरै बिदामा बस्छन् । त्यस्ता कर्मचारीबाट कार्य सम्पादन राम्रो भएको छैन ।’
बिना छलफल, बिना विधि प्रक्रिया कर्मचारी नियुक्ति गरिनु गलत भएको जनता समाजवादी पार्टीका धरान नगर अध्यक्ष ताजुब लिम्बू बताउँछन् । ‘हामी बोर्डकै सफलता असफलता के हो ? भनेर प्रश्न गरिरहेका छौं । पहिला तारा सुब्बाले कर्मचारी नियुक्ति गर्दा पनि विरोध गरेका थियौं । अहिले पनि विरोध गर्छौं’ उनी भन्छन्, ‘यस्तै कुराले बोर्डप्रति झनै अविश्वास बढ्छ ।’
नेकपा धरानका इञ्चार्ज चोत्लुङ बोर्डको कर्मचारी नियमावली बनिसकेको र लोकसेवाबाट स्वीकृत पनि भइसकेको अवस्थामा हतारमा नियुक्ति दिइनु गलत भएको बताउँछन् । उनी भन्छन्, ‘संस्थानसँगको सहमतिअनुसार पनि पहिलादेखि गर्नेलाई निरन्तरता, त्यसपछि संस्थानका कर्मचारीको समायोजन र त्यसपछि मात्र खुला प्रतिस्पर्धाबाट कर्मचारी नियुक्त गर्नुपर्ने छ । यसरी तोक आदेशको भरमा राख्न मिल्दैन ।’
बोर्डका सदस्य श्याम पोख्रेल पहिला पनि यसरी नै मान्छे नियुक्त गरिएकाले त्यसै गरिएको हुनसक्ने अनुमान गर्छन् । नेपाली काङ्ग्रेस धरानका सचिवसमेत रहेका पोख्रेल भन्छन्, ‘पहिला पनि ४०–४२ जना त्यसरी नै राखिएको रहेछ । अहिले पनि पार्टी, नेताभन्दा पनि दुःख पाएका मान्छे राखिएको होलाजस्तो लाग्छ ।’
नेकपा धरानका अध्यक्ष नारायण सुवेदी बोर्डलाई कर्मचारी आवश्यक भए पनि पहिला हस्तान्तरणमा ध्यान दिनुपर्नेमा कर्मचारी नियुक्तिमा ध्यान जानु गलत भएको बताउँछन् । उनी भन्छन्, ‘बोर्डमा छलफलसमेत नगरी मान्छे राखेको थाहा पाएपछि कार्यकारी निर्देशकसँग कुरा ग¥यौं । धेरैले बोर्डका अध्यक्षले मान्छे राखेपछि हस्तान्तरण गर्न नैतिक दबाव पुग्छ भनेर पनि विरोध गरेका छैनन् ।’
बोर्डका कार्यकारी निर्देशक राजु पोख्रेल तत्काल काम गर्न गाह्रो भएकाले नियमावली बमोजिम नै प्राविधिक कर्मचारी करारमा राखिएको दाबी गर्छन् । उनी भन्छन्, ‘उहाँहरूलाई करारमा नियुक्त गरिएको हो । समायोजन भएपछि नियमावलीअनुसार नै खुला प्रतिस्पर्धाबाट नियुक्त गरिन्छ ।’
बोर्डका अध्यक्ष तथा धरान उपमहानगरपालिकाका प्रमुख तिलक राईले सुरुमा यस विषयमा थाहा नभएको बताए । १६ जना कसले नियुक्त गरेको त ? भन्ने प्रश्न गरेपछि उनले आवश्यकताअनुसार कर्मचारी नियुक्ति भएको बताए । बोर्डको नियमावली आइसकेको अवस्थामा बिना प्रतिस्पर्धा नियुक्त गर्नुको आधार बारे सोध्दा उनी निरन्तरको अभ्यासका आधारमा यस्तो प्रक्रिया अपनाइएको दाबी गर्छन् । पहिला यस्तै कार्यको विरोध जनाएको विषयमा प्रश्न गर्दा उनी भन्छन्, ‘पहिला विरोध गरेको थिएँ र ?, के भनेको थिएँ, बुझ्छु ।’
