इतिहास र संस्कृति जोगाउन लागे स्थानीय तह

इलाम नगरपालिकाको अरनिको सङ्ग्रहालय २०५५ सालमा निर्माण भएको हो । तत्कालीन स्थानीय निकायमा जनप्रतिनिधि नआएपछि बनेको सङ्ग्रहालय जनप्रतिनिधि निर्वाचित नहुँदा बन्द भयो । दुई वर्षअघि इलाम नगरपालिकाकै अगुवाइमा सङ्ग्रहालय पुनःस्थापना भएको छ ।

जिल्ला प्रशासन कार्यालयलाई नै सङ्ग्रहालय बनाएर १४७ किसिमका ऐतिहासिक र सांस्कृतिक सामग्री राखिएको छ । यहाँ पुरानो लुगा सिउने तान, मोही हाल्ने धिरी, मोही पार्ने लाजिम, मोही बोक्ने बाँसबाट बनेको भुने जस्ता सामग्री छन् । यहाँ अध्यारोमा बाल्ने टुकी, ठडेउरो, ग्रामोफोन, मटियाजस्ता सामग्री पनि छन् । इलाम नगरपालिकाभित्रबाट फेला पारेको सामग्री धेरै छन् भने केही सामग्री सन्दकपुर गाउँपालिकाबाट पनि ल्याइएको छ । सामग्रीमा निर्माणकर्ताको नामसमेत टाँसिएको छ ।

सङ्ग्रहालयका तीन कोठामा सामग्री सजाएर राखिएको छ । एउटा कोठामा हस्तकलाका सामग्री छन् भने अन्य कोठामा पुराना सामग्री समेटिएको छ । सङ्ग्रहालयमा रहेका २२ कोठामा २२ वटै जातिलाई पराम्परागत एवं पहिचान झल्किने सामग्री राख्न दिइने छ । यसबाट जिल्लामा रहेको लोपोन्मुख समूहमा पर्ने लेप्चा र अन्य जातीको पनि पहिचान झल्कने सम्भावना देखिन्छ ।

यस्तै इलामका प्रमुख पहिचान बनाएका नगदेबाली र भूभागको पनि नक्साङ्कन गर्ने योजना रहेको इलाम नगरपालिका साहित्य तथा संस्कृति प्रतिष्ठानका अध्यक्ष टीका घिमिरेकोे भनाइ छ ।

सङ्ग्रहालयमा पञ्चेबाजा र पञ्चेबाजा बजाउने मान्छेको प्रतिमा छ भने पुराना ढिकी, जाँतो, कोल हेर्न पाइन्छ । “इतिहास चिनाउनकै लागि सङ्ग्रहालय निर्माण गरिएको हो”, इलाम नगरपालिकाका प्रमुख महेश बस्नेतले भन्नुभयो, “पहिले पनि म नै प्रमुख भएका बेला बनाइएको हो तर अहिले पुनर्जीवन दिएको मात्र हो ।” सङ्ग्रहालयको पुनःस्थापना दुई वर्षअघि भएको हो । राणाकालीन दरबारमा सङ्ग्रहालय बनाइएको छ । यो दरबार इलाममा गजराजसिंह थापा बडाहाकिम हुँदाको हो ।

सङ्ग्रहालयमा इलाम भनेर चिनिने अलैँची, अदुवा, अकबरे, अम्लिसो, अर्थोडक्स चियाको नक्साङ्कन गरेर पर्यटकलाई एकै ठाउँबाट इलाम चिनाउने प्रयत्न गरिँदै छ । सङ्ग्रहालयको नजिकको भवनमा इलामका चर्चित ठाउँको भिडियो बनाएर प्रदर्शन गर्ने तयारी गरिएको छ ।

भिडियोका मद्दतले पर्यटकमा इलामका पर्यटकीय क्षेत्रको ज्ञान बढाउने अपेक्षा सङ्ग्रहालयको छ । भिडियोमा ठाउँका नामसहित भौगोलिक अवस्था र लोकप्रियताका बारेमा जानकारी गराइने छ । यसपछि पर्यटकमा जिल्लाका पर्यटकीय क्षेत्र घुम्न थप ऊर्जा मिल्ने अध्यक्ष घिमिरेको भनाइ छ । सङ्ग्रहालयकै रकमबाट सङ्ग्रहालय अगाडि अरनिको प्रतिमा बनाइएको छ ।

यस्तै इलामको रोङ गाउँपालिकाले लेप्चाको संस्कृति जगेर्ना गर्न २० वर्षे कार्यनीतिक योजना निर्माण गरेको छ । गाउँपालिकाले योजनाअन्तर्गत सोही समयभित्र लेप्चा सङ्ग्रहालय र लेप्चा खाद्यान्नको होमस्टे (घरबास) समेत निर्माण गर्न लागेको छ । आउँदो पाँच वर्षभित्रमा सङ्ग्रहालय निर्माण सकिने गरी काम भइरहेको गाउँपालिकाले जनाएको छ ।

“लेप्चाको सामग्री मात्रै राखेर सङ्ग्रहालय बनाउने काम त सहज छ तर हामी त्यो भन्दा व्यापक तरिकाले निर्माण गर्ने छौँ”, गाउँपालिका अध्यक्ष शमशेर राईले भन्नुभयो, “सङ्ग्रहालय बनाउँदा उनीहरुको परम्परा नमर्ने र कस्तो वस्तु प्रयोग गर्दा सहज हुन्छ त्यसबारेमा विज्ञ टोलीसँग छलफल गरेर हामी सङ्ग्रहालय निर्माणमा लाग्नेछौँ ।”

रोङ गाउँपालिकाले विद्यालयमा नै रोङ (लेप्चा जातिको मातृभाषा) भाषा पढाउने भएको छ । बोलीचालीमा मात्र प्रयोग हुने भाषालाई औपचारिक बनाउँदा पछिल्लो पुस्तामा समेत भाषाको ज्ञान बढ्ने भएकाले गाउँपालिकाले विद्यालयमा पढाउने तयारी थालेको हो ।

गाउँपालिकाले भाषा पढाउन पाठ्यक्रम तयारी शुरु गरे पनि शिक्षक अभाव भएपछि आउँदो वर्षदेखि मात्र शुरु गर्ने भएको हो । स्थानीयस्तरमा विद्यालय शिक्षाका लागि भाषाको शिक्षक अभाव हुँदा यस वर्ष पढाइ हुन नसकेको गाउँपालिका अध्यक्ष राईले जानकारी दिनुभयो ।

स्थानीयस्तरमा भाषाको ज्ञान भएको शिक्षक नभएपछि गाउँपालिकाले भारतका लेप्चा समुदायको पहुँच भएको क्षेत्रबाट शिक्षक ल्याउने तयारी हुँदै रहेको अध्यक्ष राईको भनाइ छ । “हामी भारतीय क्षेत्र दार्जिलिङ, सिक्किमबाट भाषा पढाउने शिक्षक ल्याउँदैछौँ,” अध्यक्ष राईले भन्नुभयो, “शुरुमा कम्तीमा पनि एकदेखि पाँच कक्षासम्म पढाउन सक्ने भए हुन्छ ।”

यस्तै लापोन्मुख समुदायमा पर्ने लेप्चा जातिको संस्कृतिको उत्थान र प्रवद्र्धनका लागि यहाँस्थित सूर्योदय नगरपालिका (सूनपा)ले उद्यान बनाउन थालेको छ । सूनपाले लेप्चाको सङग्रहालय नजिकै उद्यान बनाउन थालेको हो ।

सूर्योदय–१० को फेन्सोङ लेप्चा गुम्बा नजिकै १२ रोपनी जग्गामा उद्यान निर्माण थालिएको हो । तीन वर्षमा निर्माण सक्ने गरी थालिएको उद्यानको लागत रु एक करोड ८० लाख रहेको छ । गुम्बामा स्थानीय पर्यटकसमेत कम पुग्ने गरेकाले नजिकै उद्यान निर्माण गरिएको हो ।

“उद्यान निर्माण गर्दा बिहान बेलुका ‘फ्रेस’ हुनसमेत स्थानीय व्यक्ति आउने भएकाले यो काम शुरु गरिएको हो” सूनपाका प्रवक्ता वीरबहादुर लेप्चाले भन्नुभयो, “नजिकै होटल र बजार भएकाले टाढाका पर्यटक पनि घुम्न उद्यान आउँदा सङ्ग्रहालय हेर्न पाउँछन्” । प्रवक्ता लेप्चाका अनुसार उद्यानको निर्माण गएको साउनदेखि शुरु गरिएको हो । अहिले यस स्थानमा भिरालो जग्गा मिलाउने काम भइरहेको छ । उद्यानको निर्माण सकिएपछि गुम्बा समितिलाई नै सञ्चालन गर्न दिइने लेप्चाको भनाइ छ ।

ओझेलमा परेका सांस्कृतिक सामग्रीसमेत प्रचारका लागि उद्यान उपयुक्त माध्यम हुने गुम्बाका अध्यक्ष प्रेमबहादुर लेप्चाको भनाइ छ । स्थानीय तहमा जनप्रतिनिधि आएपछि पहिचानमा चासो दिन थालेको नेपाल आदिवासी जनजाति महासङ्घका उपाध्यक्ष दीपक गुरुङ बताउनुहुन्छ । उहाँका अनुसार स्थानीय तहले विशेषगरी सांस्कृतिक पक्षलाई ध्यान दिएका छन् । स्थानीय तहको आर्थिक सहयोगमा भवनसमेत निर्माण गरिएको छ ।

यता महासङ्घले भने सङ्ग्रहालय निर्माणको योजना बनाइरहेको छ । सन्दकपुर गाउँपालिकास्थित देउरालीमा बहुसांस्कृतिक सङ्ग्रहालय निर्माण गर्न डिपिआर (विस्तृत परियोजना प्रतिवेदन) निर्माण गरिएको छ । निर्माणका लागि रकम अभाव भएकाले अघि बढेको छैन । तेस्रो तहका मानिएका स्थानीय सरकारले आ–आफ्ना क्षेत्रका गुम्न लागेका तथा पहिचान मेटिन लागेका जातजाति तथा संस्कृतिको जगेर्ना गर्नु निकै सराहनीय काम भएको स्थानीयवासीको भनाइ छ । जिल्लामा १६ जनजाति छन् ।
