भद्रपुर / प्रादेशिक अस्पताल नामाकरण भएको भद्रपुरको साविक मेची अञ्चल अस्पतालमा बुधबार प्रदेश स्वास्थ्य मन्त्री निर्मला तावा लिम्बूले निरीक्षण तथा अनुगमन गर्नुभएको छ।
जनशक्तिको अभाव र व्यवस्थापन कमजोरीका कारण रोगीले पाउनु पर्ने सुविधा नपाइ रहेको प्रादेशिक अस्पताल भद्रपुरमा प्रदेश मन्त्रीमण्डल गठन पछि पहिलो पटक मन्त्री लिम्बूले भ्रमण- अनुगमन गर्नु भएको हो।
विसं २०१५ मा २५ शय्याको सानो अस्पतालका रूपमा स्थापना भएको त्यस अस्पतालमा विसं २०३४ मा स्तरोन्नति हुँदै शय्या सङ्ख्या थपेर ५० पुर्याइएको थियो भने अस्पतालको शय्या अहिले एक सय १८ रहेको छ।
साविक मेची अञ्चलका चार जिल्लाको सबैभन्दा ठूलो र प्रदेश १ को दोस्रो ठूलो सरकारी स्वास्थ्य सेवा प्रदायक अस्पतालका रूपमा परिचित यो अस्पतालमा प्रदेश सरकारले शय्या सङ्ख्या बढाएर दुई सय पुर्याउने घोषणा गरेको छ। अस्पताललाई मेडिकल कलेजका रूपमा स्तरोन्नति गर्ने प्रस्ताव गरिएको छ।
पचास वर्षअघि बनेको पुरानो भवन जीर्ण बनेपछि नयाँ भवन बनाउनुपर्ने आवाज चौतर्फी उठे पछि अहिले नयाँ भवन निर्माण भएको छ।नयाँ भवन निर्माण सकिए पनि अक्सिजन प्लान्टको पाइप लाइन विस्तारको काम बाँकी रहेकोले हस्तान्तरण हुन भने वाँकी छ।
पहिलेदेखि अहिलेसम्म प्रादेशिक अस्पतालले भोगिरहेको सबैभन्दा ठूलो समस्या भनेको जनशक्तिको अभाव हो – मन्त्री लिम्बूलाई प्रादेशिक अस्पतालका मेडिकल सुपरिटेन्डेन्ट डा. टंकप्रसाद बारकोटीले ब्रिफिङ्का क्रममा जानकारी गराउनुभयो। केही वर्ष अघिसम्म जनशक्तिसँगै आधुनिक उपकरण र प्रविधिको अभाव थियो। अहिले केही उपकरण भित्रिएका छन्, तर जनशक्ति थपिएको छैन।
अस्पतालका सूचना अधिकारी मनोज पोखरेलका अनुसार प्रादेशिक अस्पताल भद्रपुरमा सरकारी जनशक्तिको दरबन्दी एक सय तीन जना हो। जसमध्ये आधामात्र जनशक्ति स्वास्थ्य मन्त्रालयले पठाएको छ – उहाँले भन्नुभयो-अस्पतालको कर्मचारी संरचनाअन्तर्गत हाल सरकारी, गैरसरकारी र विकास समितिअन्तर्गत दुई सय ३९ कर्मचारीको दरबन्दी देखिन्छ। जसमा मेडिकल सुपरिटेण्डेन्टसहित २४ कन्सल्टेन्ट चिकित्सक, १५ मेडिकल अफिसर, ७७ नर्सिङ तथा पारामेडिक्स, २० ल्याब कर्मचारी, पाँच रेडियोलोजिस्ट, १५ स्वीपर, १५ सुरक्षा गार्ड र ४१ कार्यालय सहयोगीलगायत छन्।
अहिले अस्पतालमा उपचारका लागि पुगेका विरामीले भोगेको समस्या भनेको प्रयोगशालाको रिपोर्ट ढिलो आउने, डाक्टरहरूको क्लिनिकमुखी चरित्र र सवैभन्दा ठूलो समस्या भनेको अस्पतालको फोहोर हो।
निरीक्षण – अनुगमन पछि मन्त्री लिम्बूले अस्पतालकोअवस्था हेरेर आफूलाई मन दुखेको बताउँदै अस्पताल प्रशासनले गर्न सक्ने काम कम्तीमा गरेर देखाउन निर्देशन दिनुभयो। अस्पताल आफ्नो पहूँचले गर्न नसक्ने काम र समस्या मात्र सरकारसँग माग गर्न पर्ने औल्याउँदै सवैलाई जिम्मेवारी पूर्वक काम गर्न उहाँको आग्रह थियो। अनुगमन पछिको संक्षिप्त छलफलमा प्रदेशका स्वास्थ्य सचिव र प्रादेशिक अस्पताल विकास समितिका अध्यक्ष विश्व बरालले पनि धारणा राख्नुभएको थियो।
अस्पतालको स्तरोन्नति भएको भनिए पछि भएको मन्त्रीको यस भ्रमणबाट व्यवहारमै जनसाधारणले स्वास्थ्य सुविधामा बृध्दि होला भन्ने अपेक्षा भने गरेका छन्।
