- - - - गोपाल गिरी झापा, भद्रपुरका खनाल थरका एक व्यक्तिलाई कोरोना भाइरस विरुद्धको एक मात्रा खोप लगाए पछि संक्रमण भएर अस्पताल भर्ना गरियो। अस्पताल मात्र भर्ना गरिएन, आई सि यु र भेन्टिलेटर गर्दै १९ दिन झापाको नाम चलेकै हस्पिटलमा राखियो। हस्पिटलको वील मात्रै २५ लाख बढी उठ्यो तर,उनको ज्यान बचेन। नेपालकै चर्चित अन्तर्राष्ट्रियस्तरकी कीर्तिमानी एक खेलाडीलाई दुवै मात्रा खोप लगाए पछि पनि कोरोना संक्रमण भएरै छोड्यो। धन्य,भगवानले हात थापिदिएकाले उहाँ संक्रमित भएर पनि सकुशल रहनु भयो। यी केही प्रतिनिधिमुलक घटना मात्र हुन्। खोप लगाएका मानिसमा पनि संक्रमण देखिने र मृत्युनै भएका एक /दुई हैन अनेक घटना छन्। रोग लाग्नु भन्दा रोग लाग्न नै नदिनु बेश हो। रोग लागे पछि शरीरले पाउने कष्ट-पीडा , परिवारजनले भोग्ने दुःख र लाग्ने खर्च हेर्ने हो भने रोग लाग्न नदिनु नै कता हो कता राम्रो। यो अवस्थामा कोभिडबाट जोगिने सबैभन्दा प्रभावकारी, सजिलो, सस्तो र वैज्ञानिक उपाय भनेको मास्क लगाउनु नै हो। छिन् छिनमा सावुन पानीले हात धुनु वा सेनिटाइजरको प्रयोग गर्नु नै हो। यसले कोभिड बिरामीको सम्पर्कमा आए पनि, तिनको थुक तथा र्याललाई नाकसम्म आउन दिँदैन । कसैको शरीरमा रोग छ भने, भाइरसयुक्त छिटा कम निस्की अरू संक्रमित हुने सम्भावना घट्छ । हातसम्म आइपुगेको भाइरस नाक मुखमा पस्न पाउँदैन। लक्षण नभएका व्यक्तिले पनि भाइरस सार्न सक्ने भएकाले मास्कले सबैलाई सुरक्षित राख्छ । आर्थिक गतिविधिहरू सहज हुन्छन् । कोभिड मात्र नभई अन्य हावाबाट सर्ने सरुवा रोग, धूलो, धूवाँबाट पनि बचिने भएकाले मास्क लगाउँदा शरीर स्वस्थ हुन्छ । साथीभाइ भेट्ने, कार्यालय जानेजस्ता क्रियाकलापमा सहभागी हुन मास्क लगाउँदा सहज हुन्छ, यसले सामाजिक जीवनलाई सुचारु गर्न पनि मद्दत गर्छ ।तर, प्रहरीलाई देखाउनका लागि मात्र मास्क लगाउनेहरू टन्नै भेटिन्छन् ।स्वास्थ्य तथा जनसंख्या मन्त्रालयले साउन २३ देखि २९ सम्म देशभरि ‘महामारी नियन्त्रण र रोकथाममा मेरो प्रतिबद्धता, मास्क लगाउनु नै आजको आवश्यकता’ नाराका साथ मास्क अभियान सञ्चालन गर्यो । नागरिकहरूले मास्क लगाउन लापरबाही गरेकाले उनीहरूको व्यवहारमा परिवर्तन गर्न यो अभियान सञ्चालन भएको थियो। नेपाल मास्क अभियानकै वीचबाट सोही कार्यक्रमलाई सफल पार्ने उद्देश्यले नेपाल रेडक्रस सोसाइटी भद्रपुर उपशाखाले मास्क वैंक कार्यक्रम सञ्चालनमा ल्याएर भद्रपुरमा लगातार १५ दिन निःशुल्क मास्क वितरण गर्यो र आज पनि यो कार्य जारी नै छ। तर, मानिसहरू पुलिसका लागि मात्र मास्क लगाइदिएको जस्तो गर्छन्, पुलिस देखेपछि लगाउने नत्र मास्क नलगाउने। यसले आम नागरिक अझै मास्क लगाउनुपर्छ भन्नेमा सजग छैनन् भन्ने देखाउँछ । मास्क लगाइहाले पनि कतिपयले बोल्दा चिउँडोमा झार्छन्, साथीहरू भेट्दा खोलेरै गफ गर्छन्, कोही त अझै मास्क धोएरै लगाउँछन् । यी सवै कार्यले कोरोना संक्रमण हुनबाट जोगाउँदैन। ‘मैले लगाएको मास्क मेरै सुरक्षाका लागि हो’ भन्ने चेत अझै नागरिकमा आउन सकेको देखिएन ।
नागरिकहरूले मास्क लगाउन लापरबाही गरेकाले उनीहरूको व्यवहारमा परिवर्तन गर्न मास्क अभियान सञ्चालन भएको थियो । मास्क लगाउन उत्प्रेरित गर्ने उद्देश्यले रेडक्रस भद्रपुरले मास्क वैंक कार्यक्रम मार्फत निःशुल्क मास्क वितरण गरेको हो-जुन आज पनि जारी राखेको छ। यो अभियान सफल हुनु भनेको आम नागरिकमा मास्क लगाउने चेत आउनु नै हो तर नागरिकमा अझै चेतना पलाएको छैन भन्नु भन्दा पनि जान्ने बुझ्ने लालबुझक्कडहरू नै मास्क नलगाइ खुलेयाम डुलिरहेका भेटिनु दुःखद पक्ष हो। आफूलाई स्वास्थ्यकर्मी हूँ भन्ने महमहिमहरू नै मास्क गोजीमा बोकेर यात्रामा निस्केको टिठलाग्दो अवस्था मास्क वितरणका स्वयंसेवकहरूले पटकपटक भेटेका-भोगेका छन्।कतिपयले निःशुल्क मास्क वितरण कार्यक्रममा कुतर्क गरेर निराशा उत्पन्न गराएको तीतो अनुभव पनि संगाल्ने अवसर पाएको दृष्टान्त थुप्रै छन्।
निषेधाज्ञा खुकुलो छ, बजारमा भीडभाड बढ्दो छ, आपसी भेटघाटमा हेलचेक्य्राइँ छ, कतिपयलाई ‘खोप लगाएको छु, सक्रमण हुँदैन’ भन्ने भ्रम छ ।अथवा मास्क लगाउनुस् भन्दा आफूलाई होच्याएको ठान्नेहरू थुप्रै भेटिएका छन् ।
खोपको सफलता शतप्रतिशत नभएको उत्पादक कम्पनीहरूले बताइरहेका छन् । त्यसैले अहिलेको टड्कारो आवश्यकता नागरिकलाई मास्क लगाउन बानी पार्नु हो । खोप अभियानलाई मात्र होइन, मास्क अभियानलाई पनि तीव्रता दिनुपर्छ । ‘मेरो मास्कले तिमीलाई सुरक्षा दिन्छ, तिम्रोले मलाई’ नारालाई सरकारले नीतिमै अवलम्बन गरेर तल्लो तहसम्म अभियानकै रूपमा लैजानुपर्छ।
स्वास्थ्यको ख्याल गर्ने पहिलो दायित्व नागरिक स्वयमको हो, त्यसपछि मात्र सरकारको । मास्क नलगाउनेहरूलाई जरिवाना नतिराउन र उभ्याएर नराख्न सर्वोच्च अदालतले २०७८ जेठ ४ मा अन्तरिम आदेश दिएको थियो । संविधानतः आधारभूत स्वास्थ्य सेवा निःशुल्क हुने व्यवस्था भएकाले विपन्न नागरिकका लागि मास्कको सहज आपूर्ति तथा निःशुल्क वितरणसमेतमा ध्यान दिनु भन्ने आदेश दिइएको छ । ट्राफिक प्रहरीले ‘मास्क खोइ ?’ भन्दै अभियान चलाउँदै छन् । तर, यसको अपेक्षित प्रभाव आमजनतामा पर्न सकेको छैन । अभियानको प्रभाव कस्तो पर्यो भन्ने लेखाजोखा कागजमा त भएकै होला । तर, यसलाई व्यवहारमै सफल बनाउन चोकचोकमा निःशुल्क मास्क वितरण गर्ने मास्क बुथ सेन्टरहरू बनाउनुपर्ने खाँचो छ। सबै स्वास्थ्य संस्थाबाट निःशुल्क मास्क वितरण गर्नुपर्छ । औषधि, उपकरण, परीक्षण तथा खोपमा अर्बौं खर्च गर्न वा ऋण लिन सक्ने सरकारले दुई रुपैयाँ पर्ने मास्कको उत्पादनका लागि लगानी गर्न किन कन्जुस्याईं ? नेपाल जस्तो गरिब मुलुकका लागि महँगो उपचार पद्धति भन्दा सस्तो र सुलभ रुपमा पाइने मास्क वितरण कार्यक्रमलाई प्रभावकारी रुपमा लागु गर्ने उपाय राज्यले नीतिगत रूपमै अवलम्बन गरेर महामारीका विरूध्दको अभियान सञ्चालन गर्नुपर्छ ।
