भद्रपुर १७, भाद्र / पेट्रोलियम पदार्थको मूल्य घट्दा मौन रहेको नेपाल आयल निगमले भाउ बढेलगत्तै नयाँ मूल्य सार्वजनिक गरेको छ । भारतीय आयल कर्पोरेसन (आईओसी) ले जुलाई १६, अगस्ट १ र अगस्ट १६ मा प्रतिलिटर पेट्रोलमा ३४ रुपैयाँ ५ पैसा र डिजेलमा ३३ रुपैयाँ ८५ पैसा घटाएर पठाएको थियो ।
त्यस बेला खुद्रा बिक्री मूल्य यथावत् राखेको निगमले भाउ बढेर आएलगत्तै बिहीबार राति १२ बजेदेखि लागू हुने गरी डिजेल र मट्टीतेलको मूल्य ६/६ रुपैयाँ बढाएको हो ।
भदौ १६ गते प्राप्त मूल्यअनुसार पेट्रोलमा १ रुपैयाँ १९ पैसा, डिजेलमा ६ रुपैयाँ १२ पैसा, हवाई इन्धनमा ८ रुपैयाँ १ पैसा बढेर आएको छ । मट्टीतेल र ग्यासको मूल्यमा केही घटेर आए पनि ग्यासमा अझै प्रतिसिलिन्डर ३ सय ७८ रुपैयाँ ७ पैसा घाटा छ,’ निगमले जारी गरेको विज्ञप्तिमा भनिएको छ,-‘प्रतिलिटर डिजेलमा ११ रुपैयाँ १८ पैसा घाटा र पेट्रोलमा २ रुपैयाँ ८२ पैसा नाफा छ । समग्रमा निगमलाई १५ दिनमा ४८ करोड २४ लाख घाटा हुने स्थिति छ ।’
अब डिजेल र मट्टीतेलको मूल्य प्रतिलिटर १ सय ७८ रुपैयाँ पुगेको छ । मूल्य वृध्दिपश्चात् निगमको पाक्षिक नोक्सानी ३० करोड ५२ लाख छ । निगमले पेट्रोल, हवाई इन्धन र ग्यासको मूल्य भने यथावत् राखेको छ ।
मूल्य बढ्दा बढाउने तर घट्दा नघटाउने नीतिले आम उपभोक्ताहरू मारमा परेको उपभोक्ता अधिकारकर्मीहरू बताउँछन् । चाडबाड नजिकिँदै गर्दा डिजेलमा भएको मूल्य वृध्दिले बजार भाउ थप महँगिने उनीहरूको दाबी छ । ‘अन्तर्राष्ट्रिय बजारमा बढेलगत्तै बढाउने तर तीन पटक घटेर आउँदा यथावत् राख्ने निगमको नीति उपभोक्तामैत्री छैन ।
आईओसीलाई तिर्नुपर्ने बक्यौता, वाणिज्य बैंक र सरकारलाई ऋण तिर्नुपर्ने बाध्यताले दबाब रहेको निगमले जनाएको छ । स्रोतका अनुसार आईओसीलाई तिर्नुपर्ने बक्यौता बढ्दा आपूर्ति प्रणालीमा समस्या उत्पन्न हुन सक्छ । आपूर्तिलाई निरन्तरता दिन पनि मूल्य समायोजन गर्न बाध्य भएको निगमको दाबी छ । ‘लामो समयदेखि भइरहेको नोक्सानीका कारण दैनिक संकलन हुने रकम आईओसीलाई भुक्तानी गर्दा अगस्टमा करिब २१ अर्ब बक्यौता छ,’ निगमका एक अधिकारीले भने, ‘आईओसीलाई समयमै भुक्तानी नगर्दा आपूर्तिमा समस्या पारिदिने चिन्ता छ, त्यसमाथि वाणिज्य बैंकको ऋण पनि छ ।’
ती अधिकारीका अनुसार निगम नोक्सानीमा जानुको मुख्य कारण स्वचालित मूल्यमा जान नसक्नु नै हो । आपूर्ति सहज बनाउन सरकारसँग निगमले ७ अर्ब र राष्ट्रिय वाणिज्य बैंकसँग ३ अर्ब ऋण लिएको छ । सरकारले ५ प्रतिशत ब्याजदरमा ५ वर्षका लागि र वाणिज्य बैंकले ९ प्रतिशतका दरले ३ महिनाका लागि ऋण दिएको हो । ‘यी सबै चुक्ता गर्नुपर्ने दबाब छ,’ निगमका ती अधिकारीले भने, ‘अर्थले पूर्वाधार करकै शोधभर्ना नदिँदा थप समस्या उत्पन्न भयो ।’
