१५ पालिकालाई नै विपद् जोखिम न्यूनीकरण तथा व्यवस्थापनसंग सम्बन्धी नीतिगत व्यवस्थाका लागि ध्यानाकर्षण
भद्रपुर २४ वैशाख / नेपाल रेडक्रस सोसाइटी झापा शाखाले विपद् व्यवस्थापन सम्वन्धमा स्थानीय तहहरूको ध्यानाकर्षण गराएको छ। स्थानीय सरकारले विपद्को जोखिम न्यूनीकरणका लागि गर्नुपर्ने तयारी, विपद्मा र विपद् पछि गर्नुपर्ने दायित्वलाई स्मरण गराउँदै आगामी बजेटमा विपद्लाई प्राथमिकतामा पार्न जिल्लाव्यापी अभियानका साथ ध्यानाकर्षण गराएको हो।
रेडक्रस झापाले आज आइतबार अन्तिम दुई पालिका भद्रपुर र कचनकवल गाउँपालिकामा ध्यानाकर्षण प्रस्ताव बुझाएको छ।
यस अघि नेपाल रेडक्रस सोसाइटी झापाले कोसी प्रदेश सरकारका मुख्यमन्त्री र झापाका १३ वटा पालिकाका प्रमुख, उपप्रमुख र प्रमुख प्रशासकीय अधिकृतलाई कार्यालयमै भेटेर ध्यानाकर्षण प्रस्ताव बुझाएको रेडक्रस झापाका सभापति लेाकराज ढकालले जानकारी दिनुभयो। उहाँले भन्नुभयो – ” स्थानीय सरकारलाई विपद् व्यवस्थापनको सम्बन्धमा गर्नुपर्ने दायित्व बोध गराउन अभियानकै रूपमा जिल्ला र प्रदेश सरकारसम्मको ध्यानाकर्षण गराएका छौं।”
ध्यानाकर्षण प्रस्तावमा २०७२ को संविधानको अनुसूची ८ र ९, विपद जोखिम न्यूनीकरण तथा व्यवस्थापन ऐन २०७४-७५, स्थानीय सरकार सञ्चालन ऐन -२०७४, ११ को स्वायत्त शासन , विपद् सम्बन्धी मार्गदर्शन २०७९ को ६ सूचक, ३० वटा उपसूचक र अन्य विपद् वारे स्थानीय सरकारको दायित्व सम्बन्धी व्यवस्थाहरूको प्रतिलिपि समावेश गरिएको छ। उहाँले भन्नुभयो – “स्थानीय तह अहिले बजेट निर्माणको क्रममा छ, त्यसैलाई मध्यनजर गर्दै फायल सहित हस्तान्तरण गरेर जिम्मेवार पक्षसँग छलफल पनि गरेका छौँ- पक्कै सवैको ध्यानाकर्षण भएको छ भन्ने लागेको छ ” – उहाँले भन्नुभयो।
