सहकारी नियम नीति पालनामा नगरपालिका कठोर बन्ने नगरको सहकारी विकास शाखाले दुई पटक गरेर नगर तथा प्रदेश मातहतको नियमन क्षेत्रभित्र रहेका सहकारी संस्थाका अध्यक्ष तथा सञ्चालकहरूलाई एकदिने र व्यवस्थापक तथा कर्मचारीहरुलाई चारदिने तालिम दिइएको हो । व्यवस्थापक तथा लेखा कर्मचारीलाई दिइएको तालिमका क्रममा अडिटरका कारण पनि सहकारीहरु बढी जोखिममा रहेको निष्कर्ष निकालेको जनाइएको छ। सहभागीहरुलाई सहकारीमा बढ्दो जोखिम, त्यसको न्यूनीकरणका उपाय, लेखा व्यवस्थापन, ऐन तथा कानुनका बारेमा जानकारी गराइएको सहकारी विकास शाखाका प्रमुख नेत्रप्रसाद पोखरेलले जानकारी दिनुभयो। त्यसैगरी, अध्यक्ष तथा सञ्चालकहरूलाई दिइएको प्रशिक्षणमा क्षमता अभिवृद्धिका साथै सहकारी नीति नियम पालनाका विषयमा सचेत गराइएको थियो। सहकारी संस्थाहरूले सहकारी गरिबी निवारण व्यवस्थापन सूचना प्रणालीमा आफ्नो विवरण दाखिला नगरी मनमौजी चल्ने गरेको पाइएको छ। भद्रपुर नगरपालिकाका सहकारी विकास शाखाका प्रमुख पोखरेलले भन्नुभयो – ‘ भूमि व्यवस्था, सहकारी तथा गरिबी निवारण मन्त्रालयले सहकारी संघसंस्थाको सूचनालाई एकीकृत प्रणालीमा साझा स्रोतका रूपमा सुरक्षित गरी प्रशासकीय प्रक्रिया, नियन्त्रण र जवाफदेहिता स्थापित गर्ने उद्देश्यले सूचना प्रणाली कार्यविधि २०७७ ल्याएको थियो। तर, सहकारी विभाग अन्तरगत रहेका सहकारी संस्थाहरूले आफ्नो प्रतिवेदन, आवेदन, खुलासा, फाँटवारी वा प्रलेख नियमित रुपमा सूचना प्रणालीमा दाखिला गर्ने गरेका छैनन्। ‘ भद्रपुर नगरपालिकाले दोस्रो पटक आइतबार आयोजना गरेको सहकारी संस्थाका अध्यक्ष तथा सञ्चालकहरूको क्षमता विकास तथा अभिमुखीकरण कार्यक्रममा बोल्दै नगर सहकारी विकास शाखाका प्रमुख नेत्रप्रसाद पोखरेलले नगरपालिकाबाट युजरनेम र पासवर्ड लगे पनि अधिकांश सहकारीहरूले आफ्नो संस्थाको गतिविधिहरू सूचना प्रणालीमा नियमित दाखिला नगरेको बताउनुभयो ।

नगर क्षेत्राधिकार भित्र ३४ वटा सहकारी संस्था रहेकोमा हाल मर्ज भई २८ वटा संस्था रहेको छ। त्यसमध्ये पनि ५ वटा संस्था सम्पर्कमा छैनन्। अघिल्लो वर्ष २२ वटा संस्थाले सहकारी विकास शाखाबाट युजरनेम र पासवर्ड लगेको उहाँको भनाइ छ। लगेका मध्ये १३ वटा संस्थाले मात्र सूचना प्रणालीमा नियमित विवरण दाखिला गरिरहेको बताउँदै शाखा प्रमुख पोखरेलले भन्नुभयो , ‘९ वटा संस्थाको दाखिला नियमित छैन, अब नियमित दाखिला नगर्ने संस्थाहरूको अनुगमन गरी कानुनी कारबाही गर्न तयारीमा छौँ।’ त्यस्तै नगरपालिकाका प्रमुख प्रशासकीय अधिकृत सुनिल निरौलाले सहकारी संस्थाका अध्यक्ष र सञ्चालकहरूले कानुन जान्दिन भनेर अब उम्किन नपाइने बताउनुभयो । संघीय, प्रदेश र स्थानीय तह बीचको सहकारी ऐन केही बाझिएकोले समस्या भइरहेको बताउँदै प्रमुख प्रशासकीय अधिकृत निरौलाले भन्नुभयो , ‘संघीय सहकारी ऐन संशोधन भएसँगै ती समस्याहरूको हल हुन्छ।’ ‘संस्थाहरू व्यवस्थित रुपमा चल्न नसकेमा मर्ज भएर चलाउनु उपयुक्त हुन्छ,’ उहाँले भन्नुभयो , ‘त्यसका लागि नगरपालिकाले प्रेरित गर्छ, नभए कानुन बमोजिम अघिबढ्नु पर्ने बाध्यता हुन्छ।’ अब छिट्टै सहकारी संस्थाहरूको अनुगमन गरिन्छ। त्यसका लागि नगरपालिकाले ६६ बुँदे नीति तथा नियम जारी गरिसकेको बताउँदै उहाँले भन्नुभयो – ‘ अनुगमनको क्रममा त्रुटि भेटिएका संस्थाहरूलाई कानुनी दायरामा ल्याउँछौ।’ भद्रपुर नगर पालिकाका प्रमुख गणेश पोखरेलको प्रमुख आतिथ्य तथा आर्थिक विकास संयोजक प्रशंसा ठटालको अध्यक्षतामा भएका अलग अलग दुई वटै कार्यक्रममा नेफ्स्कूनका महासचिव घनश्याम अधिकारीलगायतले सहजीकरण गर्नुभएको थियो।
