सरकारको न्यूनतम पारिश्रमिक निर्धारण समितिबाट मात्र समस्या समाधान हुने दुवै पक्षको अपेक्षा

भद्रपुर १४ साउन / आन्दोलनरत चिया श्रमिक र उद्योगीबीचको वार्ता भङ्ग भएको छ । सरकारले श्रमिकको न्यूनतम ज्याला नतोकेसम्म श्रमिक र उद्योगीबीच सहमति नजुट्ने भन्दै दुवै पक्षबाट वार्ता भङ्ग भएको हो ।
दैनिक ज्याला वृद्धि, योगदानमा आधारित सामाजिक सुरक्षा कोषमा सूचीकृत हुनुपर्नेलगायत ४ बुँदे माग राखी झापाका चिया श्रमिक १५ दिनदेखि आन्दोलनमा छन् । आन्दोलनरत पक्षको मागमा सहमति जुटाउन भन्दै आइतबार जिल्लास्थित श्रम तथा रोजगार कार्यालयले चिया श्रमिक र उद्योगीका प्रतिनिधि राखेर वार्ता गराएको थियो । वार्तामा दुवै पक्ष आ–आफ्नो अडानबाट पछि नहट्दा सहमति जुट्न सकेन ।
४ बुँदे मागका विषयमा श्रमिक र उद्योगीबीच फागुनदेखि असारसम्म ६ पटक वार्ता भएको छ । ती वार्तामा समेत दुवै पक्षको अडानका कारण सहमति जुट्न नसकेपछि श्रमिकले असार ३१ देखि आन्दोलन सुरु गरेका हुन् । उनीहरूले पहिलो चरणमा बगान र कारखानामा कालोझन्डा राखेका छन् भने दोस्रो चरणको आन्दोलनअन्तर्गत बगान र कारखानामा मागसहितका कालो ब्यानर राख्ने र सरोकारवाला निकायलाई ज्ञापनपत्र बुझाउँदै भदौ ७ गतेसम्मको अल्टिमेटम दिएका छन् । भदौ ७ गतेसम्म पनि माग पूरा नभए जिल्लाका सबै चिया बगान तथा कारखानामा काम ठप्प पार्ने श्रमिकको चेतावनी छ।
सरकारी पक्षको पहलमा आइतबार भएको वार्तामा पनि दुवै पक्ष लचिलो भएनन् । श्रमिकले महँगीका आधारमा २० प्रतिशत अर्थात् हाल कायम रहेको दैनिक ज्याला रू.४ सय ३५ मा थप ८७ रुपैयाँ ज्यालावृद्धि हुनुपर्ने माग राखे । उनीहरूले साउन १ गतेदेखि लागू हुनेगरी चिया क्षेत्रमा कार्यरत सबै किसिमका श्रमिकलाई योगदानमा आधारित सामाजिक सुरक्षा कोषमा सूचीकृत गर्नुपर्ने माग पनि राखेका छन् ।
उद्योगीका प्रतिनिधिले भने छिमेकी मुलुक भारतको समेत अभ्यासलाई ध्यानमा राख्दै हाल कायम दैनिक ज्याला ४ सय ३५ रुपैयाँमा थप ३० रुपैयाँसम्म ज्याला वृद्धि गर्न सकिने धारणा राखे । चिया क्षेत्र आर्थिक संकटको अवस्थाबाट गुज्रिरहेकाले योगदानमा आधारित सामाजिक सुरक्षा कोष कार्यान्वयन गर्न नसकिने उनीहरुको भनाई छ ।
दुवै पक्षबाट सहमतिको सम्भावना नदेखेको भन्दै जिल्लास्थित श्रम तथा रोजगार कार्यालयले श्रमिकको न्यूनतम ज्यालाको विषय श्रम, रोजगार तथा सामाजिक सुरक्षा मन्त्रालयअन्तर्गतको न्यूनतम पारिश्रमिक निर्धारण समितिसमक्ष पेस गर्ने निर्णय गरेको छ । ‘हामीले छुट्टाछुट्टै र आज संयुक्त रुपमा बैठक राखेर सहमति जुटाउने प्रयास गर्‍यौं । तर, उहाँहरू (उद्योगी र श्रमिक) बीच सहमति नजुट्ने भएपछि हामीले श्रमिकको ज्यालाको विषयमा मन्त्रालयअन्तर्गत रहेको न्यूनतम पारिश्रमिक निर्धारण समितिमार्फत नै टुङ्गो लगाउने गरी लेखी पठाउने निर्णय गर्‍यौं,’ श्रम तथा रोजगार कार्यालयका प्रमुख दुर्गा आचार्यले भन्नुभयो  ।
चिया उद्योगीका प्रतिनिधि रमेश पराजुलीले सरकारको सहयोग बिना उद्योगीहरूले श्रमिकको माग सम्बोधन गर्न नसकिने धारणा राख्नुभएको छ। उहाँले चिया क्षेत्रलाई सरकारले बेवास्ता गरेको आरोपसमेत लगाउँदैन भन्नुभयो  -‘चिया क्षेत्रले राज्यलाई अर्बौं विदेशी मुद्रा आर्जन गरेर दिएको छ । तर पनि सरकारले यो क्षेत्रलाई ध्यान दिएको छैन,’ उहाँले भन्नुभयो , ‘दुई/दुई वर्षमा श्रमिकको ज्याला वृध्दि गर्नुपर्ने कानुन छ । तर, हाम्रो व्यापार बढाउन, भारतबाहेक तेस्रो देशमा पनि चिया बिक्री गर्ने वातावरण सरकारले अहिलेसम्म बनाइदिएको छैन । व्यवसाय वृध्दि नभएको अवस्थामा श्रमिकको ज्याला कसरी बढाउन सकिन्छ ?’
उद्योग वाणिज्य महासंघ कोशी प्रदेशका निवर्तमान अध्यक्ष टीकाराज ढकालले चिया क्षेत्र संकटग्रस्त अवस्थाबाट गुज्रिरहेको दाबी गर्नुभयो  । अहिलेकै अवस्थामा श्रमिकका माग सम्बोधन गर्न सक्ने क्षमता चिया क्षेत्रले राख्न नसक्ने उहाँको जिकिर छ भने चिया उत्पादक संघका अध्यक्ष सुरेश मित्तलले श्रमिकको माग उद्योगीको हैसियतभन्दा माथिको भएको टिप्पणी गर्नुभएको छ ।
