भद्रपुर २८,माघ/ चुनौतीको सामना गरेरै भए पनि चाँडै प्रदेशको नामाकरण गर्न प्रतिबध्द छु। नेपाल रेडक्रस सोसाइटी झापा शाखाको ४९ औं जिल्ला सभा अधिवेशनलाई शनिबार सम्बोधन गर्दै प्रदेश एकका मुख्यमन्त्री हिक्मत कार्कीले भन्नुभयो- “पाँच वर्षसम्म प्रदेशको न्वारान हुन सकेन, प्रदेशको नामाकरण हुननसक्दा मलाई लज्जाबोध भइरहेको छ ।” तर अव छिट्टै प्रदेशको नामाकरण हुन्छ- उहाँले बताउनुभयो ।नामाकरणका लागि सबैको सुझाव र सल्लाह आवश्यक रहेकोसमेत उहाँको अपेक्षा छ।
मुख्यमन्त्री कार्कीले प्रदेश संरचनाप्रति आलोचना भइरहेकाले प्रदेश सरकारलाई जनतामुखी बनाउनुको विकल्प नरहेको भन्दै प्रदेश सरकारलाई मितव्ययी र विकासमुखी बनाउन आफू लागिपरेको बताउनुभयो ।
“प्रदेश सरकारलाई मितव्ययी, सुशासन, विकासमुखी बनाउन लागि परेका छौं”, उहाँले भन्नुभयो, “मैले कार्यभार सम्हालेपछि पहिलो बैठकमै नौ वटाभन्दा बढी मन्त्रालय नबनाउने निर्णय गरेको छु ।” प्रदेश सरकार सञ्चालनका लागि सात वटा भन्दा बढी मन्त्रालय आवश्यक नभएको मुख्यमन्त्री कार्कीको कथन छ । प्रदेश सरकारप्रति सकारात्मक आलोचनाको गर्न समेत मुख्यमन्त्री कार्कीले आग्रह गर्नुभयो । प्रदेश सरकारको संचरना बनाउने काम समेत बाँकी रहेकाले संरचना बनाउने काम पनि अघि बढाइएको उहाँले बताउनुभयो ।
रेडक्रसलाई विपदको साथीका रुपमा लिएको बताउँदै मन्त्री कार्कीले प्रदेश सरकार रेडक्रससँग सहकार्य गर्न सदैव तयार रहेको धारणा राख्नुभयो । “ठोस कार्ययोजना लिएर आउनुहोस्,प्रदेश सरकारले गर्न सक्ने जति सहयोग गर्नेछ-”उहाँले भन्नुभयो
कुनै पनि संघसंस्थालाई लोकतान्त्रिक विधि र पध्दतिमा चलाउन विधान र कानून आवश्यक भएकाले रेडक्रस सञ्चालनका लागि समेत कानून बनाउनुपर्नेमा उहाँको जोड थियो ।
नेपाल रेडक्रस सोसाइटी झापा शाखाका सभापति लोकराज ढकालको अध्यक्षतामा भएको जिल्ला सभा अधिवेशनमा रेडक्रस झापाका संस्थापक पदाधिकारीहरू दिव्यराज भुर्तेल, नारायण ढुंगाना र तुलसी काफ्लेलाई रेवतीरमण नेपाल स्वयंसेवा सम्मान पुरस्कार प्रदान गरिएको थियो। नगद रू. ११ /११ हजार सहित उहाँहरूलाई दोसल्ला ओढाई सम्मान पत्र प्रदान गरिएको थियो। रेडक्रस झापाका पूर्व सभापति रेवतीरमण नेपालको स्मृतिमा उहाँको परिवारबाट पुरस्कार स्थापना गरी प्रत्येक वर्ष उत्कृष्ट रेडक्रसकर्मीलाई प्रदान गर्न थालिएको छ।सोही अवसरमा दाता परिवारका तर्फबाट स्व.नेपालकी धर्मपत्नी वेदकुमारी नेपालले १ लाख ५० हजार रूपैयाँ पुरस्कार अक्षय कोषमा थप गर्न सभापति ढकाललाई हस्तान्तरण गर्नुभयो।
सो अवसरमा एक वर्षको अवधिमा वढी रगत संकलन गर्ने संघ संस्थालाई पनि सम्मान गरिएको थियो भने रेडक्रसमा कार्यरत रहेकै अवस्थामा प्रदेश सांसद नियुक्ति हुनुभएकोमा सांसद लख्खी गणेशलाई पनि सम्मान प्रदान गरिएको थियो।
अधिवेशनलाई सम्मानित व्यक्तित्व दिव्य भुर्तेल, भद्रपुर नगरपालिकाका प्रमुख गणेश पोखरेल, भद्रपुर झापा गोल्डकपका अध्यक्ष तथा युवा उद्यमी दिपेश ढकाल, प्रमुख जिल्ला अधिकारी शिवराम पोखरेल र प्रमुख अतिथि कार्कीले सम्बोधन गर्नु भएको थियो ।
कार्यक्रममा मन्त्री चन्द्र चुडालले सांगठनिक प्रतिवेदन, कोषाध्यक्ष हेम खड्काले आर्थिक प्रतिवेदन र मनोज अग्रवालले आन्तरिक लेखा प्रतिवेदन सार्वजनिक गर्नुभएको थियो।
उपमन्त्री विश्व थापाले सम्मान पत्र वाचन गरेको कार्यक्रममा स्वागत मन्तव्य उपसभापति मित्रप्रसाद काफ्लेले राख्नुभएको थियो। आगामी कार्यकालका लागि नेतृत्व समेत चयन गर्ने भएकाले सर्वसम्मत ढंगबाट नेतृत्व चयन गर्न शुभेच्छा प्रकट गरिएको वार्षिक साधारण सभामा सभासदहरूले राखेका सुझावलाई समेट्दै त्यहाँ प्रस्तुत प्रतिवेदन पारित गरेर सभा सम्पन्न भएको जनाइएको छ।
